Collaboration on the development of special education resources

Garðabær , in addition to other municipalities in the capital region and two ministries, has signed a letter of intent to collaborate on the development of special education resources in the capital region.
A letter of intent on cooperation on the development of special education resources in the capital area has been signed. The letter of intent includes Garðabær , the City of Reykjavík, Kópavogur, Hafnarfjörður Municipality, Mosfellsbær and Seltjarnarnesbær, as well as the Ministry of Education and Children's Affairs and the Ministry of Infrastructure.
The declaration of intent is based on an analysis conducted for the Association of Municipalities in the Capital Region (SSH) on the feasibility of increased collaboration between municipalities and the state on special needs school resources. The results of the analysis show that collaboration is both realistic and that with a coordinated effort, it is possible to build strong and diverse resources for children with different support needs.
Looking at long-term and short-term solutions
The goal of the partnership is to ensure that children who require special educational resources receive services that take into account their needs and support their well-being, functioning, and education.
The collaboration will focus on developing long-term special education resources for children with long-term special education needs, diverse short-term resources, and also on strengthening special departments within mainstream elementary schools.
A joint steering group of the municipalities and the Ministry of Education and Children's Affairs will be formed to formulate proposals for the future organization of resources. The group is expected to submit its proposals by the end of 2026.
