The Finance and Administration Division is a support division that works across other divisions of the administration. The Finance and Administration Division collects all municipal fund claims, including property taxes, kindergarten fees, and street maintenance fees. The head of the division is also the office manager of the municipal offices and deputy mayor.

The tasks of the Finance and Administration Division include administrative diplomacy, legal services, financial management, accounting, and human resources and compensation issues.

The Education and Leisure Department is responsible for overseeing the town's primary and secondary schools, kindergartens, music schools, and sports and leisure affairs.

The main tasks of the Environmental Division are new construction and maintenance projects on behalf of the municipality, operation and maintenance of utility systems, environmental and sanitation issues, and property management.

The environmental department has 35 employees. The department is divided into the following areas of work: the building inspector's office, the planning director's office, the property fund, the horticulture department, the Garðabær municipal utility, the service center, and the general office.

The Welfare Department is responsible for the implementation of matters relating to the town's social services, child protection and equality issues. Social services include social counselling, financial assistance, social home services, children and youth issues, issues for the elderly, issues for people with disabilities and housing issues.

The Service and Development Division is a support division that works across other areas of administration. The division's main tasks are managing service process improvements, digital transformation, communications, information technology, call center operations, and quality issues.
