The Emergency Management Agency is intended to support and strengthen the actions of individual municipalities through coordination, information and communication channels.

All municipalities in the capital area appoint an emergency committee with a mission statement that defines the role and purpose of the emergency committees, and this appointment forms the basis for the staffing of the emergency committees. The emergency committees operate during both regular and civil defense hours.

The role of emergency management
The primary duty of the Municipality of Gardabaer is to promote the safety and well-being of the residents of the municipality. The role of the Gardabaer Emergency Management Board is to coordinate actions and take emergency measures in times of danger to prioritize statutory services and socially important activities. Civil Defense in the Capital Region
All municipalities in the capital area, Garðabær , Hafnarfjörður, Kópavogur, Mosfellsbær, Reykjavíkur, Seltjarnarnesbær and Kjósarhreppur, are responsible for the Civil Protection Committee of the Capital Area (AHS).
The Capital Region Fire Department oversees the work of the Civil Protection Committee in the Capital Region on behalf of the municipalities. The employees of the Capital Region Civil Protection Committee are the managing director and the department head, who are also employees of SHS (the Capital Region Fire Department).
