User Agreements

A user agreement is to give disabled people more choice in how they receive assistance. People receive a payment from Garðabær and use the money to hire their own staff and manage the service themselves.

Who can get a user agreement?

There are several conditions that must be met to obtain a user agreement.

You need to:

  • Have a legal residence in Gardabaer.
  • Be 18 years of age or older. Parents and guardians can apply for their children.
  • Live in your own home (not in an institution or in supported housing).
  • Need support for at least 40 hours per month.

How do user agreements work?

  • You get paid for 1 month at a time.
  • You must use the money as stated in the contract.
  • You need to submit a report every 6 months. In the report, you state how you used your working hours.
  • At the end of the year, you have to return the money you didn't use.

Assistants

You find, hire, and manage your own assistants. Generally, you may not hire your spouse or close relatives who live in the same household as you. Sometimes exceptions can be made.

Assistants must show a criminal record if requested. You may not hire people who have been convicted of sexual offenses.

Apply for a user agreement

The application must be accompanied by documents such as:

  • Self-assessment of skills.
  • Confirmation of disability or diagnosis.
  • Information about whether you owe money to the state or are on the delinquent list.

If the application is rejected, you can appeal the matter to the Welfare Council or the Welfare Appeals Committee.

User-driven personal assistance (NPA)

NPA is a service that enables people with disabilities to take control of their own lives and support. NPA is based on the philosophy of independent living and supports the right of people with disabilities to fully participate in society on their own terms, without unnecessary barriers.
