User-driven personal assistance (NPA)
NPA is a service that enables people with disabilities to take control of their own lives and support. NPA is based on the philosophy of independent living and supports the right of people with disabilities to fully participate in society on their own terms, without unnecessary barriers.
How does NPA work?
With NPA, disabled people decide who helps them. The assistants work according to a job description that each person sets for themselves.
With NPA, an administrator receives a payment each month. This can be an individual with a business license or a company. The money is for:
- salaries for assistants.
- other costs for staff.
- administration costs.

User Agreements
A user agreement is to give disabled people more choice in how they receive assistance. People receive a payment from Garðabær and use the money to hire their own staff and manage the service themselves.
