Subdivision plan
A local plan is a plan for a defined area that forms a coherent unit, such as a neighborhood, part of a neighborhood, street block, or cluster of houses. A local plan is based on a master plan and is a more detailed implementation of it.
What does local planning entail?
In a local plan, decisions are made about:
- Shaping the built environment: Sizes, location and use of houses.
- Appearance of the settlement: Implementation and design of buildings and use of materials.
- Environment: Organization plots and public spaces, such as streets, squares, playgrounds and parks.
Publication of local plans
- All layout in an advertisement is displayed in The planning portal.
- All zoning plans, along with measurement and elevation sheets, are accessible at Gardabaer map website. You must choose Organization in the menu on the right and check Subdivision plan.

Approval and entry into force of planning plans
The municipal council's decisions on local planning are administrative decisions that can be appealed to the Environmental and Natural Resources Appeals Committee. The appeal deadline is 1 month from the publication of the announcement of the entry into force inB-section of the Official Gazette.
Building permits and construction
All building and development permits must be in accordance with the applicable zoning plan. The general rule is that building permits are based on local zoning plans, although in certain cases development permits can be based directly on the master plan. See more about building permits.
Application for a change in zoning
An application for a zoning change is submitted via Gardabaer service portal.

• Amounts are based on the construction index in January 2012 (112.3) and are updated to January 2025 (194.5).
• Work according to an invoice is based on the planning manager's plan and cannot exceed the approved plan.
