Garðabær's policies
Garðabær Town Council has approved policies in various areas. The policies are generally developed in collaboration with stakeholders and there is a strong emphasis on giving the town residents the opportunity to participate in shaping the policies.
The goal of Garðabær's cycling policy is to create better conditions for cycling and improve its image so that Garðabær residents of all ages choose to take more trips by bike.
Cycling as a mode of transportation has increased significantly in recent years, and at the same time, demands for cycling infrastructure have increased.
The goal of the Garðabær Sports and Recreation Council's achievement strategy is, among other things, to provide scholarships to high-achieving athletes in the town to practice their sport.
Applications for grants must be submitted to the Sports and Recreation Council by February 1st each year.
Garðabær is working on implementing the United Nations Sustainable Development Goals. Current policies have been reviewed with respect to the 38 sub-goals that have been selected for Gardabaer and are well-connected to the three main pillars of sustainable development; economic, social and environmental. New and revised policies will also be developed with these goals in mind.

The Gardabaer Housing Plan was approved at the Gardabaer Municipal Council meeting on February 21, 2019.A purchasing and waste policy for Garðabær institutions was approved in the fall of 2019. The policy will be implemented in Garðabær institutions.
The Garðabær Sports and Recreation Implementation Plan was approved by the Garðabær Sports and Recreation Council in April 2022. The implementation plan is based on the town's Public Health and Prevention Policy (especially chapters 3, 4 and 6) and is intended to strengthen the foundation and shape a future vision for sports and recreation in Garðabær.
The Gardabaer Equal Pay Policy was approved by bæjarstjórn Garðabæjar on October 3, 2019. The Equal Pay Policy is intended to ensure that equality is observed in all salary decisions.
The goal of Garðabær's equality policy is to establish and maintain equality and equal opportunities for individuals in all areas of society.
The Gardabaer Action Plan for Equality 2024-2026 was approved by bæjarstjórn Garðabæjar on June 20, 2024.

With this policy, Garðabær aims to be a role model in climate issues by systematically reducing greenhouse gas emissions from the town's operations. The climate policy applies to all institutions in the town.
Garðabær's climate policy is reviewed every year by the Environmental Committee, and the policy's overall goals and sub-goals are updated with regard to developments in greenhouse gas emissions between years.The Public Health and Prevention Policy of Garðabær was approved by bæjarstjórn Garðabæjar on February 18, 2021. The new Public Health and Prevention Policy replaces the older prevention policy that was in effect from 2014-2018.
The Garðabær Sports and Recreation Council follows public health policy and the development of prevention in the municipality.The revised democratic policy of Garðabær was approved by the municipal council on February 17, 2022. It is worth noting that Garðabær was the first municipality in Iceland to adopt a democratic policy (2010). In recent years, Garðabær has emphasized excellent service and resident satisfaction, with democracy and active consultation being one of the cornerstones of the governance system.

The human resources policy of Gardabaer covers all employees working for the municipality. It covers the general rights and obligations of employees that are approved at any given time. The policy states Gardabaer's expectations of its employees.
Garðabær's service strategy emphasizes offering excellent service, ensuring customer satisfaction, and employing qualified employees. By combining the goals of the service strategy and the human resources strategy, Garðabær's position can be further strengthened.
The main goal of Garðabær's human resources policy is to hire qualified employees who want to develop in their careers, are happy and flexible, and are ready to meet the ever-changing needs of the municipality.
The human resources policy should promote good working practices and provide employees with opportunities to grow in their careers. In order to achieve these goals, the municipality must create good working conditions for employees where they have the opportunity to thrive in their jobs on an equal basis.
Garðabær wants to provide its customers/residents with good service and thereby contribute to increased satisfaction in the municipality. It is a joint project of the municipal council, the management of the local association and the employees to achieve this goal. In order for this to be successful, the collaboration must be based on trust and respect and the employees must take responsibility for their own tasks.

Positivity, professionalism and reliability
The human resources policy will review the main goals of Garðabær, which aim to ensure the competence and satisfaction of employees. The sub-goals list actions that ensure the implementation of the policy.
The Garðabær Education Strategy 2022-2030 was approved by the town council on April 7, 2022.
The municipality's previous policy was revised and this was done in extensive consultation with children in preschool, primary and music schools, staff, elected representatives, guardians and residents. Experts in policy and school affairs were also called in, and the policy was presented to the municipality's committees and councils.The title of the policy isprosperity and progressThe school community in Garðabær is based on the philosophy that prosperity is the foundation of progress. Thus, emphasis is placed on a healthy self-image, positive thinking, and successful communication among children and young people.
The policy lists several overarching goals for school operations in Garðabær. The role of each school and part of its independence is to formulate an action plan based on the school policy and set out sub-goals and the methods that will be used to achieve the goals of the policy. The policy is then followed up in the schools' action and work plans, with a checklist and a dashboard that measures key factors.
MGardabaer's educational policy- prosperity and progress
The Privacy Policy of Garðabær was approved at the meeting of the Garðabær Town Council on July 17, 2018. The policy applies according to Act No. 90/2018 on the Protection of Personal Data and the Processing of Personal Data.
Garðabær's documentation policy covers all documents related to the operations of the municipality and its institutions, regardless of media. It covers those who work for Garðabær or are contractually bound to the municipality.
The document policy was approved by the municipal council on February 18, 2016.

Local Agenda 21 is intended to be a specification for the sustainable development of the municipality, formulated in collaboration with its residents.Local Agenda 21was approved by the town council on January 10, 2002. The project is in the hands of the Garðabær Environmental Committee.

In working on policy development for senior citizens 2016 – 2026, the aim was to create a holistic vision that looks at all of Garðabær's services for senior citizens as a whole.

Sturla Þorsteinsson, Chair of the Family CouncilGarðabær's policy on issues of people with disabilities was approved in September 2012. The policy covers the entire service area of Garðabær and Álftanes.
The policy is based on the Act on Disabled People No. 59/1992, as amended, as well as the municipality's regulations and rules.
The aim of the law is stated in Article 1 thereof:
"The goal of this law is to ensure that people with disabilities have equal rights and comparable living conditions to other members of society, and to create conditions for them to live a normal life."Furthermore, the policy-making work is based on the Ministry of Welfare's implementation plan for issues concerning people with disabilities until 2012 and the United Nations Convention on the Rights of Persons with Disabilities, and is in accordance with the 2nd paragraph of Article 1 of the Act on Issues concerning People with Disabilities.
Article 3 of the agreement sets out the general principles on which it has been based and which concern, among other things:
- respect for the autonomy and independence of the individual
- prohibition of discrimination
- respect for human diversity
- active participation in an inclusive society
- equal opportunity.

The environmental policy of Gardabaer was approved at the Gardabaer municipal council meeting on March 16, 2017.
The overarching goals are to ensure that awareness and knowledge of the environment and environmental issues in the municipality is as good as possible and that nature is a living part of the daily life and quality of life of the residents of Garðabær.
The environmental policy is accompanied by a summary of the biodiversity in Garðabær.

The contingency plan is intended to ensure that the town's key operations are not disrupted even if there are significant staff absences.
The plan also details the composition of the Gardabær emergency committee, which will take office during a disaster and will then be the liaison with the capital region's operations committee.
The response plans of the town's preschool and elementary schools are published on the respective school's website.
The Garðabær service policy was approved in 2016.
The core values of Gardabaer are: Positivity, professionalism and reliability. These values embody the goals of Gardabaer's staff in their interactions with residents and other customers, both internal and external.
The service policy aims to ensure that the approach and service of all municipal staff is in line with the core values.
It is the policy of Garðabær to use artificial intelligence in a safe, efficient and controlled manner in the town's projects. The goal of using artificial intelligence solutions is to put modern tools in the hands of the town's staff and thus promote their sustainability and independence in their projects and work. The goal is always to support good service to the town's residents.
